Because theres a certain way to treat a certain type of hair.

So. How can I make my hair silky, smooth, and super shiny (not oily.)

I have naturally CURLY hair, but I got it permanently straightened 4 times,, but now I want it curly again. I highlighted it about a week and a half ago (golden brown/blondeish)

So yeah. Recomend anything?

Your air is really rough and dry because of all those treatments. Your best bet for curly is to cut it kind of short and let it grow out to get rid of the over treated parts. If you treat the already damaged hair again by perming it its not gong to be a pretty sight.
